how can you tell witch wire is black/hot if the wires are cover by cloth

The only way you can tell is by using a meter. Do you have one?

yes do i check one way then reverse it. will i get 110 one way but not the other ? will the hot wire match the black wire from the meter?

You will need to be very careful doing this so take your time. You will need to separate the wires so that they are not touching each other or anything else like the box. You will need to turn the circuit on which is why you need to be very careful.
Turn your meter to electrical AC voltage, holding the meter leads on the plastic part touch one lead to the wire and the other to the ground wire or metal box (plastic box will not work) on one of the wires you should get a voltage reading of around 120 volts that is your hot wire, the other wire should have either no or very little voltage when it is metered to ground.
